Internet Diaspora: how Romanian scholars abroad connect home

Recent migrations occur in a world deeply transformed by the digital revolution. The technological context of XXIst century is profoundly changing the nature of distant social relations. Nowadays, new migrants’ generations can practice daily a biography liberated from territorial constraints, being “here and there” at the same time and able to take decision and act over the borders. Information and communication technologies (ICT) are intrinsically related to new networked ways of being, generating new patterns of transnational action. They facilitate both a transnational mobilization around local and specific aims, and local actions based on more universal principles. In addition, the use of ICTs by highly skilled migrants, endowed with high human, social and cultural capital, give place to innovative collaborative strategies. This paper aims to approach and explain some outcomes of the Romanian scientific migration by integrating this new reality. First, a short theoretical review will highlight the recent renewal of brain migration approaches, with specific focus on “diaspora networks”. Then, the study of a website and a related virtual network (www.ad-astra.ro) of Romanian scientists scattered around the world will enable the analysis of the role of e-practices in the emergence of a transnational space in which migrants and non-migrants meet and act jointly in a new transnational public sphere. In this way, this paper will account for the emergence of a Romanian scientific e-diaspora, its impact on the scientific and research reform in Romania and its contribution to transnationally enable local change and reverse brain drain

Du brain drain à l’e-diaspora : vers une nouvelle culture du lien à l’ère du numérique

Les technologies mobiles d’information et de communication produisent une transformation radicale de la façon d’être ensemble des migrants et des non-migrants et de leur capacité d’interagir, de s’organiser transnationalement, et d’agir localement à distance. Utilisées par des migrants hautement qualifiés, dotés d’un capital humain, social et culturel élevé, elles génèrent des stratégies collaboratives novatrices et contribuent à l’émergence de nouveaux modèles d’action transnationale.Cet article, basé sur une étude netnographique du site web www.ad-astra.ro, montre comment la diaspora scientifique roumaine se soude dans l’espace virtuel et se mobilise autour d’un objectif commun : contribuer efficacement aux processus de réforme du système éducationnel et de la recherche. Ainsi, le fonctionnement déterritorialisé articulé à l’ancrage local du réseau virtuel ont permis de transformer Ad-Astra en acteur légitime de la société civile, reconnu par les institutions de l’État roumain.Mobile information and communication technologies (MICT) are profoundly changing the way of being together of migrant and not-migrant populations, as well as their capacity to interact, to organize themselves transnationally and to act remotely at the local level. When used by highly skilled migrants, endowed with high levels of human, social and cultural capital, MICT generate innovative collaborative strategies and new patterns of transnational action. Based on a netnographic study of the website www.ad-astra.ro, this article shows how the Romanian scientific diaspora connects in virtual space and mobilizes itself around a common aim: to efficiently improve the reform process of the education and research system. Thus, deterritorialized practices articulate with local representation in the virtual network to propel Ad-Astra as a legitimate actor of civil society, recognized as partner by the institutions of the Romanian State.Las tecnologías móviles de información y de comunicación (TMIC) transforman radicalmente la forma en que se juntan las comunidades de emigrantes con las de no emigrantes. También transforman su capacidad de interaccionar, de organizarse transnacionalmente y de actuar a nivel local desde sitios remotos. Las TMIC, utilizadas por nómadas altamente cualificados, dotados de un capital humano, social y cultural elevado, generan estrategias colaborativas innovadoras a la vez que contribuyen al nacimiento de nuevos modelos de acción transnacional. Stratégies de migration et d’accès au marché du travail des professionnelles roumaines à Toronto

La mobilité accrue des spécialistes et la féminisation grandissante des flux migratoires sont deux traits incontournables des transformations manifestes de nos jours dans le champ des migrations internationales. Cependant, seulement peu d’attention a été accordée aux femmes migrantes dans les études des « skilled migrations ».À partir des résultats d’une recherche en cours focalisée sur les stratégies de reproduction des capitaux des professionnels roumains en situation migratoire, nous analysons dans cet article, à travers une approche de sociologie qualitative, plusieurs dimensions des trajectoires des migrantes roumaines au Canada : l’impact du statut d’entrée sur leur habilité d’intégration, les stratégies différées que les professionnelles roumaines développent afin de contourner les barrières structurelles qui limitent l’accès au marché du travail canadien, l’influence de la migration sur les modèles familiaux et la recomposition des rapports de genre qui en découle.Migration Strategies and Acces to the Labour Market of Romanian Women Professionals in Toronto : Gender Relations and New Migratory Dynamics.The academic field of international migration has undergone salient transformations, particularly in respect to two indeclinable aspects : the growing mobility of specialists and the increasing feminisation of the migratory flows. Yet, little attention has been paid to female migrants within the « skilled migrations » studies.This article is based on the results of a research in progress focussing on the strategies of capital reproduction of Romanian professionals in migration. It aims to analyse, using a sociological qualitative approach, several dimensions of the trajectories of Romanian female migrants to Canada : the impact of the immigration status (dependant/independent migrant) on their integration ability, the different strategies developed by the Romanian female professionals in order to evade the structural barriers limiting their access to the Canadian labour market, the influence of migration on the family patterns and the subsequent re-composition of the gender relationships.Estrategias de migración y acceso al mercado laboral de las profesionales rumanas en Toronto : relaciones de género y nuevas dinámicas migratorias.La movilidad aumentada de los especialistas y la feminización creciente de los flujos migratorios son dos características importantes de las transformaciones manifiestas hoy en día en el campo de las migraciones internacionales. Currents of Thought Regarding the Rule of Law. The “Rationalist” School and the Social Contract

Among its most prominent representatives, Réné Déscartes, a special personality, characterizing himself as „full of enthusiasm", discovering the foundations of an admirable science", it lays the foundations of modernity, a science that places man at the center of scientific and philosophical concerns. If antiquity pays special attention to collectivity, man being only a means to achieve its goals, for modernity, the goal is man. The true orientation towards self-knowledge begins with Déscartes, through that famous maxim "cogito ergo sum" (I think therefore I exist) which highlights human reason and aims to place man at the center of the entire universe. It is established with Déscartes, legal formalism, and this because its philosophy eliminates any possibility of a given reality imposing itself as such. Déscartes' cogito is therefore the expression of the existence of a fortress that cannot be invaded by the collectivity and the human interiority that is revealed to be foreign to any social inclusion. In other words, "the irreducibility of the individual and the social is constituted in the reason for Déscartes' silence on the political”. THE SEPTEMBER 2013 RAIN AND FLOOD EVENTS IN THE FLAM’S VALLEY BASIN. CAUSES, CHARACTERISTICS AND THEIR IMPACT UPON THE ENVIRONMENT

Between 11.09 and 14.09 2013 the north-eastern part of Tulcea County, especially the areas located around Somova village was affected by heavy, torrential rainfall that totalized over 30 mm/sq m and triggered dangerous hydrological phenomena (important slope, stream and river flows). As a result of these heavy downpours, Flam’s Valley was affected by an exceptional flash-flood which measured a peak discharge that reached a 1% exceeding probability. Another destructive characteristic of the weather phenomena that occurred in September 2013 was that the heavy rain was accompanied by violent gusty winds that resembled tornado-like features, bringing serious threat to houses, households and roads. In this paper we have analyzed the weather features that produced the September 2013 flash flood from both a spatial and a temporal perspective. The hydrological analysis focuses on the peak discharge that was recorded during the flash flood as well as on the characteristics elements of the topographic profiles. The paper ends with a brief presentation of the consequences that the weather and hydrological phenomena had upon the environment and population as well
